Security arrangements will be the responsibility of the Regional Police Commander, Kowloon, assisted by the District Commander, Airport.

The Kai Tak Airport Security Committee is chaired by the Regional Commander Kowloon (East). It includes representatives of CAD, Police, Immigration, Customs & Excise, Security Branch, RAF and the Chairman of both the Board of Airline Representatives and the Airline Operators Committee. The Committee meets regularly to give advice and recommendations on Security at the Airport. This Committee does not have an executive role. During an outbreak of civil disturbances it would meet as and when required.

To preserve the security of the Airport and its remote installations in an emergency, the Police may require the assistance of the Military. One squadron of the Royal Hong Kong Regiment may be deployed at the Airport reinforced, if needed, by a squadron of the RAF Regiment. A joint operations rooms would be established at Airport District Police Station.

The operational facilities and personnel in the Air Traffic Control Tower/Control Centre and Telecommunication Facilities can be protected without great difficulty as these areas can be isolated from other parts of the Terminal Building. The Airport as a whole, however, with its long perimeter, is harder to guard effectively.

More difficult still is the protection of the remote installations the radar stations, communications receivers, transmitters and navigational aids which are, in many cases, situated on lonely and vulnerable hilltops and islands. However, the Airport can function even if some of these installations are knocked-out. Guarding of these installations will be done on a priority basis to be decided by CP in consultation with DCA.
