Emergency Distribution Arrangements

During civil disturbance, the transport of animals to the Ma Tau Kok Cattle Depot and the abattoirs should not present major problems. However, the movement of buyers to the depots and lairages and the subsequent distribution of meat to retailers could be more difficult.

It would be necessary, especially during periods of curfew, for the Food Unit to organize transport for buyers from designated pick-up points to the Depot and lairages.

Thereafter, the Unit may have to intervene in the transport of the meat

specifying which retail outlets it is to go to and in certain circumstances organizing convoys and, if necessary, providing Government vehicles and drivers.

Operations of Abattoir/Slaughterhouses

During а curfew, slaughtering of animals, probably at a reduced scale, will continue in order to minimize price increases and public panic for as long as there is a supply of livestock.

Every effort will be made by USD and RSD to maintain an adequate meat inspection in the private slaughterhouses at Kennedy Town and in the other three in the New Territories respectively.

In an emergency the private slaughterhouses will endeavour to continue operation but in the event of strikes or other disturbances the slaughtering is liable to stop completely and the whole Territory will be dependent on supplies from the USD-run Cheung Sha Wan Abattoir. Some illegal slaughtering of animals can be expected.

Should the abattoirs and slaughterhouses in the whole Territory become inoperable or only partially operable, existing lairages and depot would probably be full in 3 or 4 days if livestock continues to arrive from abroad.
