Under Section 11 of the Reserved Commodities (Control of Sales by Wholesale) Regulations, the Director-General of Trade may by notice in writing to a registered wholesaler of rice order that any stock of rice in the possession of such wholesaler be dealt with as the Director-General may direct. Under
Section 13 of the same Regulations, the Director- General of Trade may by notice in writing to a registered wholesaler of rice fix the maximum price and quantity at which rice shall be sold by wholesale to specified persons.
Under Section 5 of the same Regulations, the Director-General may impose, cancel

the conditions of registration of a wholesaler of rice and under Section 9 of the same Regulations, the Director-General may cancel the registration if any condition of registration is contravened.

The Emergency Regulations Ordinance (Cap 241) also confers on the Governor in Council power to make regulations on occasions of emergency or public danger.

The Trade Department and Customs & Excise Department will supervise the distribution and sale of reserved commodities to the general public through retailers and will work in concert to ensure that incipient profiteering rackets are checked, and that distribution and sale of reserved commodities are conducted smoothly. Prompt action will be taken by the Trade Department against offenders under the various legal provisions.

It is to be expected that stocks of reserved commodities in shops may be considerably diminished prior to an emergency and re-supply may be necessary before the general public may be again able to purchase stocks.

There may be some reluctance by retailers to open their shops. If necessary the Director-General of Trade will enforce the opening of retail shops under
Reg.92
of the Emergency (Principal) (This regulation requires an Order by the Governor in Council to bring it into force.)
