INTRODUCTION
During a period of civil disturbances, the Director of Health, and the Director of Operations, Hospital Authority will be responsible for maintaining the essential functions of clinics, hospitals and other institutions under their control, and for emergency medical services in the event of a large number of casualties arising.

In an emergency, the Director of Health, who is also the Commissioner for the Auxiliary Medical Services (AMS), may also call for assistance from the AMS. The Director of Health and the Director of Operations, Hospital Authority will keep in contact with the Duty Officers of the DH and HA respectively and with the AMS Chief Staff Officer. Director of Health will assume personal control when he feels this to be necessary. (The emergency role of the AMS is described in Annexure to this Part.)

The continued operation of the major acute hospitals will have a top priority. The HA will also responsible for making emergency medical arrangements in the event of a significant number of casualties arising from a disturbance or other disaster.

a serious emergency the Port Health facilities will be suspended and ships will be exempted from normal Port Health regulations.
EMERGENCY ORGANISATION

The DH is organized on a regional basis. There are 4 Community Physicians (for Hong Kong, Kowloon, New Territories East and New Territories West) who are responsible to the Director of Health the overall management and co-ordination of health services within their region. For HA, there are Headquarter Duty Officers (HQDOS) 24-hour on call,
