INTRODUCTION

The

Director-General of Industry (as Director of Oil Supplies) will be responsible for the continued distribution of petroleum fuels and lubricants throughout Hong Kong, to meet all the requirements of the Security Forces and essential services, during an outbreak of civil disturbances.

Every attempt will be made to maintain distribution on a normal commercial basis. However, should this become impossible, the Director of Oil Supplies will activate the Oil Supplies Unit to coordinate emergency measures.

The Unit will be responsible both for the maintenance of supplies of oil from abroad and for its distribution within Hong Kong.

BACKGROUND

Normal commercial stocks of fuel oil and related products held in Hong Kong seldom drop below 20 days supply (with the exception of LPG).

This chapter concentrates on measures to tackle difficulties with internal distribution rather than external supply. The Director of Oil Supplies maintains a separate Oil Supply Contingency Plan which would be implemented should there be a serious and prolonged disruption to imports of oil and oil products.
