In
areas where a curfew has not been declared, a limited service will be continued. Pillar box collections will only take place in non-curfew areas, or during curfew breaks in affected areas where the physical safety of staff is assured.
TELECOMMUNICATIONS SERVICE
Telecommunications Operations

The local telephone service is operated by the Hong Kong Telephone Company (HKT), and the telex and international telecommunications services are operated by Hong Kong Telecom International Limited (HKTI). The responsibilities and services operated franchised companies are covered in
by these two
Parts II and III to this Chapter.

The overall control of telecommunications is vested in the Postmaster General as the Telecommunications Authority. He would co-ordinate, as necessary, the needs of telecommunications in an emergency by calling a special meeting of the representatives of HKT and HKTI and the appropriate Government Departments
PO, RHKPF, Joint Services Signal Staff (JSSS), CAD and perhaps ICAC and EMSD.

If
telecommunications services become overloaded because of heavy demand, the Postmaster General will instruct the Telephone Company and/or Hong Kong Telecom International to limit access to local telephone. networks and the international dialled network to essential users so far as this is possible within the facilities provided by the switching systems employed.
Radio Monitoring Unit (RMU)

The most likely use of the RMU would be to identify sources of illegal transmissions and, possibly, to set up emergency communication links. All essential members of the RMU staff will be issued with
curfew warrants. Those who are on duty when a curfew is imposed will be required to remain on duty.
