an officer or member of the Royal Hong Kong Auxiliary Air Force when on active service under the Royal Hong Kong Auxiliary Air Force Ordinance, Cap. 198;

any person in possession of a valid warrant signed by the Secretary for Security and certifying that such person is engaged on essential duties;

any person issued with a permit by the Commissioner of Police, in accordance with subsection 31 (2) (a) of the Public Order Ordinance;

a member of the Essential Services Corps in possession of an identity card issued under the Essential Services Corps (Identity Cards) Regulations;

a member of the Immigration Service; and

an

employee of the Ministry of Defence (MOD) in possession of a valid MOD pass.

At the first signs of serious disturbances, heads of Government departments and certain essential private sector undertakings will be issued with a supply of serially numbered warrants signed by the Secretary for Security. Stocks of curfew warrants are held in the GSECC. When the imposition of a curfew is announced, these warrants may be issued to essential workers. Warrants will be stringently controlled and will need to be accounted for once the curfew is lifted. Warrants will only be accepted by the Security Forces on production of the individual's identity card at the same time. It is of the utmost importance that only 'bona fide' and trusted essential personnel be issued with warrants. Private citizens (e.g. doctors) requiring curfew

curfew passes should normally be asked to report to the nearest Police station or listen to the radio for details of temporary pass-issuing centres. (A specimen warrant
