Section

4(19) of the Summary Offences Ordinance (Cap. 228) prohibits the defacing of rocks and road

cuttings and section 8(b) specifies that it is an offence to write on or otherwise deface any building or wall without the owner's consent.

In addition to the powers which are provided by the Crimes Ordinance, the Summary Offences Ordinance and

the Control of Publications Consolidation Ordinance (all of which are already in force) section 7 of the Emergency (Principal) Regulations empowers a competent authority, appointed by the Governor, to prohibit the importation, exportation or publishing of publications which would be prejudicial to the public interest. Section 16 deals with the power to require submission of matter for censorship before publication.
