INTRODUCTION

Emergency
Coordination Centre is the Government Secretariat's main co-ordination centre during any emergency affecting the public order or public safety of Hong Kong.

The overall responsibility for the GSECC rests with the Chief Secretary. He has, however, delegated the responsibility for the preparedness and the operations of the GSECC to the Secretary for Security.
The officer with a day to day responsibility for the management of the GSECC is the Assistant Secretary for Security 6.
THE FUNCTIONS OF THE GSECC

The GSECC would be activated during an emergency. It would support:

(a) The policy bodies which would be responsible for ensuring that the Government's overall response to the emergency were properly determined,

required:

The Civil Departments, Emergency Control Committees, the Security Forces and the essential public utility and service companies who would plan and implement policy
directives.
In achieving this, the GSECC may
ΤΟ service, as required, and to assist the Governor's Security Committee, the Secretary for Security and any other body responsible for determining the Government's overall response to the emergency by providing a permanent link through which directions may be rapidly disseminated for implementation.
