CIVIL AID SERVICES TASKS AND MOBILIZATION IN AN INTERNAL SECURITY SITUATION

GENERAL

LO

The Civil Aid Services (CAS) is a uniformed, disciplined auxiliary counter-disaster organisation with an establishment of 3818 adult volunteers. It is constituted under the provisions of the Essential Services Corps Ordinance, Cap. 197, and Essential Services (Civil Aid Services) Corps Regulations, Cap. 197.

MISSION

To establish the tasks and the methods of mobilization of CAS volunteers in aid of Government Departments and the Security Forces in an IS situation.

EXECUTION

3.

To provide trained personnel to reinforce the regular Emergency Services and other Government departments and to assist specifically in the following tasks :

(a) first aid and casualty handling;

(b)

(c)

light and heavy rescue from collapsed buildings and landslips;

radio telephone communications;
