If, in time of trouble, the Police assess that emergency holding centres are needed they will inform the GSECC. The GSECC will make the initial arrangements with the departments concerned. Thereafter, Police District Commanders will deal directly with departmental represenatives on the spot. The Police will be responsible for the security and administration of the centres, although other departments (e.g. Social Welfare, CAS) may be able to assist.
