21.
The Hong Kong Telephone Company will maintain and repair all telecommunication services for which it is responsible. Priority will be given to Government Departments which have a role in internal security.
Vehicles, Plant, Electrical and Mechanical Installations
22.
The Electrical and Mechanical Services Department will be responsible for the essential maintenance and repair of vehicles, plant and electrical and mechanical installations.
Security of Property
23.
The Commissioner of Correctional Services will notify the Commissioner of Police on the evacuation of any institution, so that it may be protected against looting.
Staff Responsibilities

All staff will carry out their normal roles. However, should difficulties be encountered, the following officers will assist with the indicated functions :
