Major General B N Dutton to succeed Major General J F Foley as Commander British Forces Hong Kong in August 1994. They have asked for the agreement of the FCO and the Governor to the appointment. Major General Dutton's personal and professional details follow by fax.

2. Without personal knowledge of Major General Dutton, but having read the personal and professional details provided by the MOD, we can see reason not to agree to the appointment. We have consulted Ministers who agree. Grateful to know if the Governor would be content with this appointment.
