North America. We would be very keen to include Mexico in the Tour because of the growing ties between Mexico and the USA, especially NAFTA, and the growing hispanic influence in the USA. We were very disappointed by the

You may recall that the matter of reciprocity was taken up with your PUS, at the last College Advisory Board Meeting, and we sincerely hope that our bid will be given more positive consideration this time despite the unliklihood of Mexico gaining a place on the Course in the near future. Should neither Mexico nor our preferred reserve, Cuba, be acceptable then we would restrict the Tour to USA/Canada as this year.

Middle East. The inclusion of Saudi Arabia meets both MOD FCO wishes, expressed during staffing of this year's proposals, that we should include a Gulf State in this Tour. Should Saudi Arabia not be acceptable we would prefer Oman to Qatar/Bahrein which was also suggested this year.

North Europe. We are naturally very keen to return to Russia as soon as possible and earlier discussions with DA Moscow have been encouraging for 1993. He also suggested that we might wish to include Byelorus since he covers there as well.

South Europe. Following 2 consecutive late cancellations by Algeria, we do not believe that we can maintain a cohesive Mediterranean Tour covering 2 South European and 2 North African countries without returning to Morocco in consecutive years. We therefore

We have again included Vietnam high on reserve list and were disappointed at the Ambassador's refusal to accept a visit this year,
