1993 Review must be to COS at the beginning of July 1993. This is achievable given no significant staffing problems or major changes f policy concerning the final years of British Sovereignty over ong Kong. The requirement for staffing responses and specialist inputs to be received by MOD in time will be paramount. FEW 2 is the MOD focal point for the 1993 Review.

Conclusions.

a.

The 1993 Review will be a particularly significant document, as it will deal with the key policy decisions that will determine the programme and nature of the remainder of the period of the rundown of the Hong Kong Garrison. It will be able to take fully into account the several studies set in train by its predecessors; as well as being well-founded on a policy paper that should be approved at Ministerial level and supported by the Governor Hong Kong.

b.

The Reviews are occasionally referred to incorrectly as 'Plans'. This gives an incorrect impression of their level of application and purpose. The 1993 Review document is and always will be a 'Review' of the earlier policy documents providing the high-level, endorsed policy guidelines for the withdrawal from Hong Kong. As such it will necessarily be broad-based and flexible in nature.

c.

The Plan for the withdrawal from Hong Kong will be produced in due course by the HQ British Forces Hong Kong in consultation with MOD and others, based primarily upon the policy guidance provided in the 1993 Review and modified as necessary by the 1995 Review: the Reviews themselves are not and should not be, or attempt to be, the actual Withdrawal Plan.
