C. Exercise JOINT EMBLEM September 93: with a HILEX exercising JTP 30 and JTP 68 20 - 25 September 93 and a CPX exercising the command and control of operations within HK 25 - 30 September 93. The HICON for the HILEX would be in UK and the DISTAFF and LOCON in HK.
22. Exercise JOINT EMBLEM 6. CBF's statement provoked considerable discussion, at the end of which the HKSC approved CBF's intended way ahead for training activity in 1993 and accepted it as a suitable alternative means of achieving those objectives not achieved due to the demise of Exercise WINGED DRAGON 92.
The Chairman confirmed that this series of exercises would enjoy the same level of MOD support as that which had been given Exercise WINGED DRAGON 92. The following additional direction and information resulted from this discussion:
a.
The Chairman directed that COS and Ministers were to be made aware of the training activity planned to take the place of Exercise WINGED DRAGON. Sec(O) (C) would ensure that FCO officials were kept informed of this process, so that FCO Ministers could be briefed concurrently with MOD Ministers.
b. The Chairman directed that means of developing training facilities or packages in the UK for use with units or formations liable to deploy on JTP 30 should be examined. The production of a BBGT training package was a possible option.
C. CBFHK said that the HKG and RHKP would be involved in Exercise JOINT EMBLEM 6 as far as practicable, but the Hong Kong Government had not yet been approached. The extent of HKG and RHKPF involvement would be a matter of judgement and CBF would address this in due course.
d. As a matter of principle, movement of personnel to Hong Kong from UK for Exercise JOINT EMBLEM 6 should be minimised (the precise number was not determined) and by scheduled air charter only. An initial planning meeting for this exercise was scheduled for 24 February 93 and detailed detailed planning of the exercise would flow from that.
e.
As a matter of principle, support for the HICON for Exercise JOINT EMBLEM 6 should enjoy the same degree of priority as that
