Mr Barma is considered to be the best man for the job. On taking up his new appointment he will, in accordance with the usual practice and like Mr Nicholas Ng, be acting at the rank of Secretary, Government Secretariat. We have always said that we will have a qualified team in place in Principal

in Principal Officials posts well before 1997.

It is our intention to replace Mr Lo but no final decision has yet been made on who this should be.

Why is Peter Lo being kept overseas more or less permanently? Is it true that he has been in Washington for 9 years? If so, should he not come back to Hong Kong?

Peter Lo has done an excellent job in Washington and, all things considered, we think he is the best man for Brussels.
