English School Foundation schools and other international schools in Hong Kong provide quality education for non-Chinese-speaking children. It is a serious alternative to education in one's country of origin. The need for OEA for overseas officers is therefore less compelling in present day circumstances.

Proposals

It is proposed to abolish the provision of OEA and school passages. The LEA would continue to be payable to meet the cost of education in Hong Kong only.
