VISA FOR NORTH KOREAN VICE MINISTER OF EXTERNAL ECONOMIC AFFAIRS

1. I enclose a copy of a minute from FED regarding a proposal for Mr Kim Chong-U North Korean Vice Minister for Economic Affairs to bring a delegation of reform minded North Korean officials to Hong Kong to study capitalism. We are not asking for any action now but if this were to go ahead we would hope that you could persuade Immigration Department to be as flexible as possible over the visas (presumably the applications would be made in Peking).

2.

We have advised FED that at least a month should be allowed for the processing of any applications. Is there anything else which need be born in mind? Is there still a limit on the number of North Koreans allowed to stay in Hong Kong at any one time?
