The proposals do not have any FCO staffing implications. The proposals is rightly a little vague about how the PA's office will interface with the proto-British Consulate General

when that is established and with how the final withdrawal of

the PA and his functions will take place. These are questions

which will need careful consideration nearer the time.

4. I attended a meeting held by the Governor to discuss this paper when I was in Hong Kong last month. He agree with the approach, but was concerned that the PA's Office could be heavily burdened with work on coordinating the transfer in 1997. He therefore proposed adding at least one cadre HKG official to the complement: making a total of five officers under the PA.

This was agreed.

I believe that the plan is sensible. It is impossible to know now which of the functions foreseen for the PA's Office

will throw up the most work. Flexibility should be the

watchword.
