Thank you for your fax of 8 June (not to Seoul or The possible visit by Vice Minister Kim has now become a rather complex affair.

On 30 June, we received from Peking visa applications for the following:
Vice Minister Kim Jong U
Ms. Hwang Ran
Mr. Hwang Jong Nam,
Mr. Choi Sung Ho
Mr. Li Gyong Il
These applications identified Ciba-Geigy (Hong Kong) Ltd. as the sponsor for their visit. Ciba-Geigy and their Hong Kong consultants have themselves been pressing us to accelerate the processing of the applications. They have told us that they had been given the impression both from the Embassy in Peking and in London, that we would be able to grant the visas more rapidly than the 6-8 weeks normal required for North Korean visitors to Hong Kong. I was telephoned from Seoul on 2 July by the Seoul-based UK consultant. Tony Michell, urging us to grant the visas in time for the party to arrive before mid July, since programme arrangements for visit starting then had already been set up.

In the course of following up these exchanges, we discovered that vige Mini Kim and Ms. Hwang Ran had, quite separately, already appli through the British High Commission
This visit in Colombo, Sri Lanka, falsas to visit Hong Kong. was apparently to explore with a different Hong Kong sponsor,
the Tumen Delta Special Economic commercial opportunities
