Terms of Appointment in the Civil Service
There are four main terms
civil service, viz. –

of appointment in the
local permanent and pensionable terms;
local agreement terms;
overseas permanent and pensionable terms;
overseas agreement terms.
The normal terms of appointment for a local candidate are local permanent and pensionable (P&P) terms. However, for grades which have difficulty in recruiting or retaining local candidates on P&P terms, local agreement terms may be offered, subject to the Public Service Commission's advice if the grade involved falls within the Commission's purview.

As regards overseas officers, with the exception of the Administrative Service and the Police Force, recruitment of overseas officers has been on agreement (contract) terms for many years. On 28 March 1985, the previous arrangements whereby overseas Administrative Officers and Police Officers could be appointed on pensionable terms also came
an end. Since that date, overseas officers have been recruited on agreement terms only.

Apart from compulsory retirement
retirement or dismissal on disciplinary grounds or invalid ing on medical grounds, a permanent and pensionable officer has an expectation of a full career up to normal retirement age unless removed from office under the provisions of a compensation or abolition of office scheme.

But for agreement officers, local and overseas alike, each renewal of agreement depends on service need, satisfactory conduct and performance and physical fitness. For overseas officers, in line with the localisation policy, the offer of another agreement is subject to an additional condition that no suitable local replacement is available.
