HONG KONG • EXECUTIVE COUNCIL APPOINTMENTS
A
1.
The Governor has proposed that Mr John Gray be appointed as a non-official member of the Executive Council with effect from 17 September, in place of Sir William Purves.
2.
I recommend that the Secretary of State give his approval. I submit a draft telegram.
B 3. I attach our own personality note on Mr Gray. His
appointment would maintain the tradition of representation on ExCo of the Hongkong and Shanghai Bank. He is not known to me personally. But I understand that he is a respected and experienced banker, whose association with the Hongkong Bank goes back to 1952. His public profile is rather lower
than that of Sir William Purves, and he is of a more retiring disposition. But I have no reason to believe that he is not an entirely suitable candidate for appointment to the ExCo.
