Dear Sir,
REGISTERED
re: LE TU PHUONG & DINH THI BÍCH CHÍNH
We act for the above named in their claim for asylum in Hong Kong. They are Vietnamese asylum seekers who were refused refugee status by the Director of Immigration and the Refugee Status Review Board. They have applied to the High Court for judicial review of those decisions and the matter is presently being heard before the Honourable Mr. Justice Liu in Miscellaneous Froceedings 2368 of 1992.
The proceedings were adjourned after 11 days' hearing on 20 November 1992, due to the unavailability of counsel for the Applicants.
On 30 November 1992 Michael Ho Ching wai, a First Secretary at the British Embassy in Hanoi, paid a so-called "home visit" to the mother and brother of one of our clients, for the ostensible purpose of obtaining independent evidence that might support the claim of the Applicants. The First Secretary happens also to be an Assistant Principal Immigration Officer of Immigration Department Hong Kong.
A copy of the Affidavit of Mr. Ho, dated 18 December 1992, and filed in these proceedings on 11 March 1993, is enclosed. We also enclose affidavits of To Vinh Hang and Dinh Xuan Son sworn 22nd March 1993, and the Applicants' affidavits sworn on 25th
March 1993.
