When Mr Ho conducted the home visit you refer to, he did

so as an accredited member of the British Embassy, not as a

Hong Kong civil servant. Since the Embassy has a blanket

approval, the question of specific approval for the visit did

not arise. In any event, the Vietnamese government rely to a

certain extent on foreign Embassies and NGOs and the UNHCR to

provide independent confirmation that returnees are treated

no differently than other Vietnamese residents. It is most

unlikely that they would have objected to the visit.

The Embassy have never received any reports that

anybody interviewed by them or the UNHCR has been subjected

to harassment by the police as a result of a visit. Nor have

there been any substantiated cases of persecution of

returnees by the authorities. Nor have they ever received any

complaint from the Vietnamese government that an enquiry into

possible persecution constituted an unfriendly act.

I do not propose to comment on the contents of the

various affidavits, which are the responsibility of those who

swore them.
