The authority and procedures for taking formal disciplinary action in the HK civil service are governed by Colonial Regulations 54
Detailed proceedings are stipulated separately in supplementary regulations, namely the Disciplinary Proceedings (Colonial Regulations) Regulations, Civil Service (Disciplinary) Regulations and Directions by the Governor under Regulation
the Disciplinary Proceedings (Colonial Regulations) Regulations. For our review, we would like to refer to similar provisions governing the conduct of disciplinary action in the UK civil service and local authorities.
