I am instructed that the current implementation of the localisation policy is as follows :

Regulation 100 (13) of the Civil Service Regulations defines the "localisation policy" as

For many years, recruitment of overseas officers has

been on "agreement terms" that is for contracts of

2 1/2 or 3 years duration. There was an exception to

this by which overseas officers in the Administrative

and the Police FOTC8 were appointed on

pensionable terms. But this ended on 28 March 1985,

since when all overseas officers have been appointed

on agreement terms «
