Explanatory Note
In interpreting these statistics, it is necessary to note the effect of the bridging-over of staff of the Hospital Service Department (HSD) and the Department of Health (DH) to the Hospital Authority (HA) since 1 December 1991. Under the established methodology, staff who terminated their service with the Government and joined the HA are excluded from the strength of the civil service. The statistics in Sections I - V have been prepared on this basis.

For some purposes it may be necessary to include these staff in the overall strength of the civil service as if they had not left the service when considering the progress of localisation. The following statistics have been compiled on this basis :-

As can be seen from the above tables, using this approach the percentage of overseas directorate staff has now reduced from 37.9% in April 1991 to 37% and 36.2% in April and October 1992 respectively.
