1. We discussed Hong Kong telno 487. This refers inter alia to Counsel's advice which Hong Kong had obtained on this issue from David Pannick, QC. Hong Kong have faxed me a copy and B have asked for our comments. I enclose this and would be

grateful for your views.

2. For what it is worth (not much) I share your instincts about this problem. It is a can of worms even by Hong Kong standards and I do not readily see a way out. Any ideas you have beyond the strictly legal sphere would be much appreciated.
