Level of Benefits
The level of benefits under the SSCPS and WOPS remains unchanged. However, with the introduction of voluntary membership under the SSCPS, the level of benefits will be computed based on the deceased member's actual length of contributory service [i.e. members will not be eligible for the minimum benefits provided under SSCPS or WOPS] in the following circumstances,
the members concerned have bought back all past contributory service upon joining the SSCPS

unless
members of the SSCPS or WOPS, who opt out of the respective scheme under approved circumstances whether or not they subsequently rejoin the SSCPS;
new recruits who do not elect to join the SSCPS within six months
from their date of appointment;
agreement officers who do not elect to join the SSCPS within six months from their date of transfer to the permanent establishment;
serving Model Scale I staff, Staff of Artisan / Senior Artisan grades, female officers and certain disciplined services officers (who were formerly exempted) who do not elect to join the SSCPS before 31 July 1993.
Existing contributors who elect to opt out of the existing schemes, will not enjoy the minimum benefits provision in the event that they die in service. Similarly, the minimum benefits provision will not apply to officers who elect to join the SSCPS without buying back all their past contributory service with the exception of officers who are first allowed to join
scheme on 1 February 1993 (i.e. officers in sub-paragraph (d) above). These officers are only required to buy back their service to 1 February 1993 in order to enjoy minimum benefits if they die in service.
