INTRODUCTION

The purpose of this circular is to explain the provisions Acceptance of Advantages (Governor's Permission) Notice 1992 (Annex A), which supersedes the Acceptance of Advantages (Governor's Permission) Notice 1981, and to give departments guidance on the following related matters :-
(a)
the acceptance of entertainment;
(b) conflict of interest between an officer's private
concerns and his official duties or position;
(c) gifts
presented to an officer in his
his official
capacity;
(d) gifts and donations to a department as a whole; and
(e) sponsored visits, including ship-launching and
inaugural flights.
The Acceptance of Advantages (Governor's Permission) Notice 1992 retains the basic principle and spirit of the Acceptance of Advantages (Governor's Permission) Notice 1981. It introduces a number of technical amendments to remove minor inconsistencies and ambiguities in the previous Notice. Other amendments include -
(a)
increase in the permissible value of loan of money and gifts under paragraphs 5 and 6 of the Notice;
