TRANSFER OF UK RELATED RECORDS FROM HONG KONG
1. Please refer to your letter of 31 October to
Consular Department on the above subject. I apologise for the delay but it has taken some time for us to coordinate this reply with the various interested departments within the FCO and with the Home Office.

Taking the points seriatim from Paragraph 2 of your letter we believe the following are the procedures which should be followed:
2(a).
All these records should be transferred to Library and Records Branch of the FCo.
2 (b) (c). The following papers should be transferred to the British Trade Commission (BTC) in its capacity as the future British Consulate General, at some time to be agreed, (see para 4 below).
(i)
Visa application forms for visits/students which are two years old or less.
(ii) Visa application forms/or settlement and refusal papers which are 10 years old or less. Refused visit visa applications which are 5 years old or less. This would apply both to UK and other territories for which you have authority to issue visas. (But see (iii) below).
(iii) Certificates of entitlement papers which are 12 years old or less. (NB if a file contains settlement papers and certificate of intitlement then the 12 year rule applies to (ii)).
In addition all relevant DSP volumes, passport and visa warning lists should be transferred to the BTC. All other visa related material can be destroyed nothing need be referred to the UK.
2 (d) (i) These records should be transferred to the BTC. 2 (d) (ii) Records from 1.7.85 should be transferred to the
BTC.
