(vii) important that Management Sections of both the Consulate and the British Council co-ordinate the management of the site and must have easy access to one another, thus must have a link between the two sections;
(viii) Access control and filtering of visitors to the various areas of the CG, eg public areas for the immigration, passport and consular sections and then those other visitors who need to go to the commercial sections, chancery etc;
(ix) the need to clarify the staffing of the Consulate-General and possibly to re-exam the statistics that gave rise to these staffing figures, eg when was HKID last consulted over staffing requirements and have the Home Office Nationality Team been involved in this exercise.
(x) STC questioned whether the choice of the current preferred architect was correct given their lack of experience in Hong Kong and no previous experience in building either an Embassy or Consulate-General. STC felt that Swires were not fully behind the preferred choice;
(xi) arising from (vi), who would train them in the operational requirements of a Consulate, Swires could not be expected to take on this task as they did not have the expertise. If BTC was to have any role in this process we could only do so with additional resources, eg an officer who would have sole responsibility for the co-ordination of the this work, see all the papers and ensure that the final product was manageable. It was felt that this should be an officer of at least LEII. (on second thoughts I feel this should be a UK Based officer who has overseas experience, at least a DS9);
