FUTURE BRITISH CONSULATE-GENERAL

1. You will have seen BTC Hong Kong telno 196, replying to the telegram which I sent to Mr Day with your agreement. I attach a copy, for ease of reference, and I am also copying the telegram to Mr Ricketts and Mr Bertram.

2. I continue to find Mr Day's position difficult to grasp. I hope this will become clearer once we receive his promised further telegram, listing the changes which he believes will need to be made to the Farrell design. Once this has been received (I hope in the next day or two) I shall discuss with Mr Bertram where we go from here.

3. I should however clarify one point immediately. states in para 4 of his telegram that he gave to me on 22 June "a detailed set of papers making specific proposals". He asks me to pass these papers to you. Not for the first time, Mr Day is misrepresenting the position. I attach the papers in question. As you will see, they deal largely with a revision of Mr Day's objectives. They barely refer to the Consulate-General. I discussed them with Mr Day in general terms, and he said he would be revising them in the light of our discussion. They cast no light on his views on the Consulate General building.
