NEW CONSULATE-GENERAL IN HONG KONG

Problem

1.

How to deal with unfocussed but strongly held concerns

on the part of the new Senior British Trade Commissioner, Mr Day, about the Consulate-General project (and, more

generally, about his objectives).

Recommendation

2.

That Mr Day be asked to return urgently to London with

the aim of talking through his concerns and bringing him on board. I submit a telegram to him from the Chief Clerk.

3. Since his arrival in post in late May, Mr Day has become increasingly unhappy with the basis on which

decisions have been taken so far on the new

Consulate-General building in Hong Kong, and with the design for the building preferred by all others concerned in both London and Hong Kong. He has linked this to an exercise he

has mounted on his own initiative to recast the British
