The people with whom we work each day are proposing to complete the biggest building project in the world in the same time-scale as that to which we are working. our project is, by comparison, small and simple. We want at the end of the day a trim, elegant racehorse. If we continue to design by committee we shall produce not even a camel but a yak. I did not volunteer to come to Hong Kong in order to ride off into the sunset on such a beast.

So
I have sought advice in general terms from the heads of the major firm of consulting engineers in Hong Kong (Mott MacDonald) and of Britain's biggest construction company, AMEC. They confirm that the procedure I recommend would be standard practice in a commercial venture and should save both time and money. far as timing is concerned, once the land had been acquired they would expect a building of this size to be designed and built within 18 months if done by the private sector, between two and two and a half years if the client were the Hong Kong Government. I am certain we could reduce the cost of our building by a clearer definition of our needs.
