FUTURE OF THE HONG KONG MILITARY SERVICE CORPS

Thank you for draft V4 of the paper on the above subject. (We have not received previous versions). Please accept my apologies for replying late, but I wished to gauge the views of both AG Sec and GF (Pol), as well as checking with the FCO. the event, I have not yet seen any response from GF (Pol), but AG Sec's answer would appear to cover their interests.

2. I do not propose to stray into the financial or manning aspects of the paper, which I think are clearly dealt with by AG Sec. My concern lies with paragraphs 17, 30 and 33f, regarding the setting up of an MOD office in Hong Kong to deal with HKMSC concerns after withdrawal. I believe (and this view is shared by the FCO) that it would not be acceptable for the MOD to be the overt sponsor for any official business in Hong Kong at stage.

There will be a British Consulate in Hong Kong post-97, and any remaining HKMSC business should probably be run from there.
