I thought it would be useful to give you an update on the new Consulate-General project in advance of your committee meeting on 7 December.

The planning is developing well and we have been able to take on board virtually all the beneficial alterations which have been suggested.
3.
Steve Whittle, accompanied by Geoff Riding (OED project quantity surveyor), is visiting Post for the week commencing 7 December and will explain the plans in detail.

The design effort has now moved to Hong Kong except for the elevational treatment which Farrells are still studying in London. Swires appear to be firmly in control as our project managers.
5. The estimate of costs of the works is proving to be a problem. The first draft indicates an unacceptable increase over the budget proposed by Farrell during the selection process. A large part of the increase is accounted for by the change in the Hong Kong dollar relative to the pound. There is a lesser amount caused by the usual sort of design development. However, a substantial sum remains to be brought under control. Swires and the consultants' design teams are hard at work on the problem. Steve Whittle and Geoff Riding will be able to give invaluable assistance while they are at Post. It will take a week or so to resolve the problem and, at this stage, I do not envisage that we will have to consider reducing the scope of the works. Unfortunately, this means that Steve will have nothing substantive to report to you on costs. Also, Mr Hum's next committee meeting may be delayed until the problem is resolved.
