People in Hong Kong change accommodation almost as often as they change cars and motor launches. predecessors moved house during their stay. Since we are in Hong Kong for an open-ended tour it would be unusual if we did not move. It is no big deal and the benefits of the new flat would be immediately apparent.

Decision

A decision would be needed before Xmas. Mr Ricketts will be with us next week as will Mr Whittle of OED. Either or both could look at the evidence.

Relations with Swire Properties are excellent because of their role in the new building: they would have no problem re-letting the Albany flat and should be approached as soon as possible so the situation is explained correctly and they do not hear from rumour. I attach a summary of a rental market survey.

In my view, the case stands on the arguments above. When Ministers briefed me on the nature of the job, the importance of the heavy entertaining load was emphasised repeatedly. A move to Repulse Bay will significantly enhance. my wife's and my ability to perform our duties fully and effectively. This is a unique opportunity that will not recur. My wife and I have been looking into options since our arrival and have no doubt on that score.

I should be grateful if this matter can be looked at urgently. We are all busy people and if the problem can be disposed of now, it will save us all an enormous amount of time. I hope my MO can be instructed to open negotiations in the usual way. There is a good chance of a three year lease (as opposed to the normal two which in itself offers further savings).
