Our Ref:

1. I refer to HKG Building and Lands letter of 3 December to

Russ Jarvis.

2. Assuming the right to determine the Grant is not negotiable

HMG cannot reasonably expect compensation for the land made

available premium free and to the best of my knowledge we have

never sought "the real market value of the property" as

suggested by Jim Hughes in his second paragraph.

3. However we surely are entitled not to be financially or

operationally disadvantaged by the grantor exercising his

right. Provided Miss Brookes is satisfied that "international

obligations" as per para 3 (b) will ensure that HMG is fully

compensated for all the financial and operational consequences

of the SAR terminating the lease on 12 months notice at any

time (which in theory could be from year 2 of our occupation

onwards!) we could accept the proposed addition to SC 14 (b).

4. With the removal of SC 14(b) (i) and (ii) the only remaining
