HONG KONG: NEW CONSULATE-GENERAL AND BRITISH COUNCIL

BUILDING: ESTIMATE OF COSTS

I spoke to John Morris on 9 December and he suggested that I confirm my conversation to you in writing: this is now detailed below.

Widnell, our Consultant Quantity Surveyor (QS), have now produced an order of costs of £29.68 million (includes fees, furnishings and current rate of exchange of $12.4 to pound sterling) for the above scheme based on the PSPs which were endorsed by the HK Steering Committee on 6 November 92. This compares with the estimate cost, at competition stage, of £24.5m (at $13.5 to pound) which after adjusting to current rate of $12.4 equals £26.68m approximately.

3. The above estimate of £29.68m was reached during discussions in Hong Kong (5-9 December 1992) between OED's QS and Architect, Farrell, Widnell and Swire (our Consultant Project Manager). Changes to specification levels/rates for the various external and internal finishes resulted in a considerable saving over Widnell's draft estimate of £43.74m. Nevertheless we have asked our Consultants to look for further savings but we are not optimistic of achieving more than another 5% without significant changes to the SOR or to the current design concept both of which will have implications to the programme.
