B 8. Mr Day's letter of 4 December to Morris argues that the

noise, pollution and stress of living in Central are potentially hazardous to his wife's health, and that she would benefit from a move to more tranquil and rural surroundings. He implies that on his appointment as SBTC he gained the impression that the Administration would be sympathetic to the case for such a move.

But Mr Savage, Head/MWU has commented that this should not be taken as MWU's support for the proposal to give up the Albany flat. Without first hand experience of either flat it is not possible to take a definitive view. But he suggests that it might be possible for the Medical Adviser concerned, who will visit the Far East in January/February 1993, to divert to Hong Kong if a medical view on the accommodation were required.

PMD have also been consulted. Mr Clay, Head/PMD has

commented that the Nol Board and more particularly the

Administration "were very properly concerned about Mrs Day's health;... [but] there is no evidence that the Board or the Administration reached any conclusion at the time about the

flat. Indeed, the terms in which the matter was raised did not

suggest that the matter of a move would become as urgent as it

subsequently has. On the other hand, Mr Day has good reason to think that the Administration would regard with sympathy the

general case for measures to secure his wife's well-being".

If this recommendation is accepted SBTC needs to be told as

soon as possible.

12. If this recommendation is not accepted further work needs to be done before commitment at Repulse Bay.
