1. There has been some movement on the question of Special Condition 14. I had a "one to one" meeting with Joshua Law of Constitutional Affairs Branch of HKG to discuss the final sticking point to agreement to the PTG and the suggestion from our side that Condition 14 be deleted in its entirety.

2. HKG's concern is that the PTG should state somewhere that if resumption does take place it should exclude compensation for the land which is granted at nil premium. Our concern is that compensation for the premises should be covered by international convention rather than a stated compensation package as is currently in the PTG.

3. We both agreed that we did not want to go back to the Land Commission over the PTG which could, according to Law, happen if there is no resumption clause.

4. We felt that by the inclusion of a resumption clause we would avoid the necessity of going back to the Land Commission and we both felt that if, in some form, it limited itself to two parts:

(a) nil compensation for the land;

(b) compensation for the premises to be under international convention, perhaps even mentioning the Vienna Convention;

this could meet both sides concerns.
