Objectives:

1.

Mr Newey and I visited Hong Kong 12 to 15 October 1992 to present Preliminary Sketch Plans (PSPs), for the new British Consulate-General and British Council building, to the Hong Kong Co-ordinating Committee and to obtain their approval or recommendations on further revisions to the plans. Mr Morris (HK Department) and Mr Reading (British Council London) were also visiting and assisted in the presentation. Mr Newey also had discussions with Swire, Terry Farrell & Co and Ove Arup and is reporting separately.

Summary:

2. The Hong Co-ordinating Committee proposed several new requirements namely a larger staff rest/lunch room, an Executive room, VIP waiting area and additional car parking. Except for the latter the additional requirements appear reasonable and can be easily fitted within the existing areas. The request for additional car parking is, in my view, controversial and will need to be referred to Mr Hum's Steering Committee for a decision.

The Hong King Co-ordinating Committee is generally content with the PSPS. But some revision to them will be required to take account of the recommendatiośn made during our visit. Those for the Consulate-General are relatively minor partition type charges: the British Council charges are more extensive and involve whole floors e.g. the location of the classrooms on two floors instead of three.

Follow-up Action:

4. The PSPS and the recommendations of the Hong Kong Co-ordinating Committee will now need to be submitted to the Hong Kong Steering Group in London (Chairman - Mr Hum) for approval before forwarding to Farrell (Consultant Architect) to incorporate the proposed changes into Final Sketch Plans.
