Fully detailed plans should be ready in early 93. We agreed to aim for the public presentation then, with a good model and experts to answer questions. (In a separate session with Farrell people about their longer-term interests in Hong Kong I advised them to use this occasion to get better known and bring out models of their other work, including the peak terminal).
The site should be ready in early April. Contracts would be let in a series of packages site preparation foundations, main superstructure etc. Several of these would be of a size requiring European tendering procedures. OED will reflect and put the issues to Ministers: companies pre-qualifying could not subsequently be prevented from competing so the question arises at the pre-qualification stage. We at the BTC will need guidance in due course on advice to contractors. remains to complete at end '95 and occupy in mid '96.
The aim
d) Farrell. I had a tour of their offices and a briefing on other projects. My confidence in them was reinforced. They have a wide spread of experience and some very successful buildings. I suspect they need this job and will commit the necessary resources. Two project managers have been appointed
Nick Burchill will direct operations in London: Mike Stowell will run the Hong Kong office. (Nick worked on a July project in which I was closely involved and which was particularly successful).

Both Mr Bertram and I stressed the need for Farrell to set up a full Hong Kong team with authority to press ahead with Swire and handle all local issues. They gave us an assurance this would happen: there would be 10-12 people in their Hong Kong office.
