HONG KONG: NEW CONSULATE GENERAL BUILDING: SITREP

1.

I attach a copy of an internal BTC minute by SBTC recording his impressions of two meetings we had on the new BCG building. He was generally most pleased with the way in which the design had improved since his last visit, and says of Farrells in his minute "My confidence in them was reinforced".

Subject to a small amount of fine-tuning, (in particular consulting Security Dept on the implications of the changed access arrangements), the way is clear for the next stage of the design process. OED propose that a team should visit Hong Kong from 12-14 October to show the revised plans to Mr Day's coordinating committee and obtain their approval. I suggest that we could then call a meeting of the Steering Committee, to review progress and agree that formal approval should be given to the outline plans. (This approval does not irrevocably commit us in all detail. There will be further stages at which refinements can be made. But Swire's, as project managers, will need outline agreement so that planning approval can be obtained).

3. With your agreement, I should like to accompany the OED team to Hong Kong. To minimise the strain on the AUS travel Budget, I could tag on a few days familiarisation in my new capacity, (rather than plan a separate visit later). If it were thought worthwhile, I might add a short visit to Peking

(and Shenzhen?). My successor as Head of Nationality Section, Debbie Barnes Jones, is due to arrive on 19 October and I would ideally want to be here when she arrives. If you agree I would aim to leave UK on the evening of 9 October and return on the morning of 19 or 20 October.
