Many thanks for sending us a text of the terms of reference for this group. I wonder if there is not still some

misunderstanding.

While it is fine as Your text refers only to the building. far as that is concerned it does not relate to the more complicated and equally pressing issues of staffing, transfer of responsibilities etc. It was in order to monitor these that I suggested the setting up of a coordinating group with a remit to cover all aspects of the evolution into à Consulate-General.

In the light of our meetings in London on 17 July I set out these thoughts and how we might organise a parallel group of businessmen in a minute that was typed up in your Department on 20 July and I left with you the following day.
