C & W is likely to be the most supportive. They are the largest source of British profits in Hong Kong and I think Lord Young is positive on most points. (Not all, however he is lobbying for the Consulate-General to be responsible for all trade promotion in China post-1997, on the lines of the role of the Director-General of Trade Promotion in New York. I have no views on that we are already busy enough).

8. A particular advantage of the above process is that it should keep Jardines in line and therefore make the Hong Kong Association more positive. I aim to see
Sir Charles Powell on the morning of 20 July and believe his influence and guidance will be helpful.

The Business Leader's Forum of HRH the Prince of Wales is another useful grouping to see Hong Kong in broader international perspective. I should like to get on their board and think this would be in line with current FCO policy. I will pursue and may make a proposal to the FCO.
