Many thanks for your faxed letter of 7 August. We agree that, although the focus of work in the next few months should be on the design of the building, after that other aspects of the metamorphosis will loom larger. We are happy to add a sub-paragraph 1(c), worded as you propose, to include staffing in the remit of your committee.

To avoid any possible misunderstanding, we see your proposed informal group of businessmen (your para 3) as a forum primarily to discuss British business prospects in Hong Kong, not the detail of the Consulate General, its building, staffing etc.

3. I enclose, as requested, a copy of your minute of 21-ef 21 July. As you will see from the Ms. minute, we have taken note of your need to be kept up to date on the matters in para 3 of your Annex. I also enclose a copy of our draft paper outlining a critical path for building up staffing. I mentioned to you on 21 July, this is very much a "best guess" and would benefit from some considered reflection by those on the spot in Hong Kong. May I leave it to you to copy it as you see fit, and to let us have your views and those of the coordinating committee in due course.
