1. I attach a letter from Lord Wilson, sent shortly before he left Hong Kong.

2. It was agreed at a meeting which I held last month (in your absence in Rio) that we should now let matters lie until the new Governor was properly established. We would however take any opportunity which arose to ensure that we had a full knowledge of the range of properties owned by the Hong Kong Government which might be suitable as a residence for the future Consul-General. My impression was that neither the former Senior British Trade Commissioner nor the OED had ever had a chance to do a really comprehensive survey. I also recall a comment from Sir R McLaren that he could think of a number of properties that might be suitable.
3. We need to keep in mind the desirability of commissioning the new Senior British Trade Commissioner, perhaps with OED support, to make his own inventory of possible properties which might be brought into a package deal with the Hong Kong Government. With Mr Day our first priority must obviously be to sort out current differences over the future Consulate-General building. But assuming that we can achieve this, I imagine that an OED representative will travel to Hong Kong shortly afterwards in order to discuss on the spot how to refine the designs to meet our requirements. At that point he might be given the secondary task of considering with Mr Day what Hong Kong Government properties might be available to serve as a residence for the future Consul-General.
